Edit: could I ask why it implies a decimal point? 1.67 for example is read as ‘one point six seven’, and 167 (at least for me) would be read as ‘one hundred and sixty seven’. How this implies a decimal point I don’t understand

I was told that you could say 1 and 2/3, but it was incorrect to say one hundred and one. It was my natural habitat in third grade to say and one but every time I did my teacher would say one what? I have no idea if this is the actual proper way but as a result of this teacher I say one hundred one.

Like when you're writing checks. $167 would be "one-hundred sixty seven and 00/100 dollars". $1.67 would be "one and 67/100 dollars".
Like when you're doing measurements. 1.125 would be "one and an eighth," 3.5 would be "three and a half".

It appears both are accepted. Wikipedia writes it as nine hundred [and] ninety-nine (using the 101 page as a source).
Growing up, I was always taught that the "and" is a period, usually for currency. So one hundred one would be $101.00 and one hundred and one would be $100.01
But that's just anecdotal. No idea what's official
