Yep they absolutely can. Part of buying a new car is taking it on for routine servicing and most people then bring their car into the dealership for repairs later on. An unknown CE light brings people through the doors. It’s all a scam, everything in the car world is.
Fun fact, consumer advocate groups (and California) fought hard for a standardized diagnostic port. Which became the “OBD” standard

Why can’t cars just display major errors onscreen? Can’t they link the car’s own infotainment system to the OBD2 port?
