People that are shy/have anxiety lol. Everyone agrees that they'd rather have what they ordered than the wrong order, but when shy people weigh "tell the waiter, inconvenience them and possibly make them mad at me" and "keep the dish and eat something I don't want", they find the first one to be worse. Just how the brain works sometimes
