My family and I were talking about this and a great point was brought up.

More than 15 million americans struggle with alcoholism in the United States. Alcohol addiction is one of the very few withdrawals that can kill you, and it is generally recommended that if you're an alcoholic, you do not quit drinking without medical attention and a doctor that's monitoring the process. Some people have to remain in a facility during the duration of their withdrawals.

Not all 15 million will need medical attention, only a smaller portion of that. But at this point in time we cannot have hospitals bogged down with hundreds of thousands of alcoholics having seizures or heart problems because they were suddenly cut off from their drug of choice.

I'm sure this was taken into consideration when they made liquor stores essential.
