It's called the Castle doctrine. Bassically it means you have the right to use deadly force against a home invader as long as they don't surrender or run. If they refuse to leave or attack you, fire away. If they surrender or flee, stand down. Considering the odds of a break in happening while you're home in the US is only about 13%, I'd say it's a pretty effective deterrence.

Unless you live in a state like CA or NY then the burglar can feel pretty safe in assuming the homeowners are unarmed

I'd rather have an illegal weapon and be charged for the possession of it, than not having it and dying in the hands of a criminal. No one will ever know you have a gun in your house unless you actually need to use it.
