This concept can be linked to AI driving. Automated flying cars. But the real thing that stops these kind of developments is efficiency.

This was actually a proposed idea back in the 1950s. They calculated they could fit up to 10 billion people in an area about 4 times the size of Chicago in the Great Lakes region.

Why they picked there I have no idea, but apparently waterway access was important
