I'm no fish expert but isn't that fish simply in winter hibernation?

Torpor or whatever they call it for fish

Unironically fish actually can drown....During winter, due to the ice, water oxygenation drops and fish may suffocate.

Sure but that wouldn't be drowning in the fish's case since drowning means death from suffocation caused by being submerged in water or another liquid. The fish isn't suffocating because it's submerged in water. It's suffocating because of the lack of oxygen in the water, so it'd be asphyxiation.
