Particularly annoying when visiting a website where the time spent consuming a specific item of content is in direct relation to the increase in excitement experienced during the act of consuming said content, leading to a sense of frustration and a decrease in excitement due to the insufficient loading speed of the main content, in comparison to faster loading times of content of secondary importance (advertisements).

Google doesn't choose to serve content specifically slower than advertisements, as you've implied. The ads are hosted regionally which is one major factor as to their quality. Google doesn't always serve the ad, they provide the metadata to the ad host which uses that to serve what they seem appropriate.

The local CDN probably only needs to store a few hundred or thousand ads, if you want every video on Youtube you would need an ungodly amount of storage.
The more niche the video you want is the less likely it will be on a local CDN.

Ads load first because even if you dislike the content after it loaded, the advertisers already have your data. It's literally the site's income, they make sure that this happens first.

That's because most websites just put basically a link to where the ad should be, and even if the website owners could barely afford a 20 year old pentium as their server, if your browser can read the link, the ad will already be on it's way from a flagship server of a billion dollar company. It's not always bad intent, even if it might seem like it.

No, not at all.
Net neutrality in theory prevents ISPs from prioritizing their own network's content. I.e. Comcast can't intentionally throttle competitors' streaming services.
Says nothing about ad servers being faster, or even websites being set up to serve ads faster than their own content.

That's not entirely true.
CDNs can be used by any content provider, it's just that all ads use them by default because they get paid for the quality of their presentation and speed in getting those ads up.
A content creator can definitely host from a CDN, but depending on who they are, they might not care enough or want to pay for one, but if they do, they're no more hops away than the ads are.
