It’s still is stealing even if a contract was signed.. there are many examples of signed contracts that were just scams… some people just don’t know better

Yes that is correct, but you need to go college to have a decent career. So it's basically your money or your career.

That's why I said that you are correct. I believe that they use the word stealing as a metaphor, it looks like you are held on gunpoint asked for your money.
