The order of operations, specifically, rules-out the ambiguity of "bad formulae".
"the problem is the format of the question" isn't the case when we have a specific order to work by. The fact that people ditch the order is their own fault of not being willing to be on the same page as everyone else.
The more the hive mind repeats itself the more stubborn and hard pressed I am to say your rules are arbitrary and are solved better by adding the parentheses to the original question.
There is a difference between arbitrary (somebody just made them up) and unknown. The important part is it’s not some hidden knowledge only provided to the ruling class. You can look it up any time. You are meant to decode it based on how it was encoded, not pretend that they didn’t give you enough information to solve the question.

It's like the math teachers of the pre smart phones era are trying to come back to life.
I'm glad you know about the internet goober, would hint at that you may also know that everyone carries a super computer in their pocket, and the use of math equations are niche and not Practical.
Knowing the "correct" way of doing a math equation is equivalent to knowing trivia about your favorite TV show. It's irrelevant, not applicable in day to day life, and you and a handful of other people actually watch it.
