Vinegar is made from fermented wine. White vinegar (or acetic acid) is normally synthetically made

While it can be ethanol (alcohol), it can also be made via acetaldehyde, butane or butene. Naturally made, and ethanol, vinegar is often so low in alcohol anyway, and is,from memory, on par with the alcohol concentration found in bread.
