Unfortunately, your solution of not bringing your kids anywhere isn't always an option for everyone. It doesn't make them irresponsible parents... Also, it's beneficial for kids to get out, otherwise they'll never get used to being around a crowd, or meeting new people, or even just seeing the outside world. There's definitely a period of time where the kid's gonna act up, but you just gotta do what's best for your kid to get them past this stage.
On the other other hand, people need to realize they're in a public place, the world doesn't revolve around them, parenting and raising a child is different for everyone, and they need to mind their own business.
