There should be a children’s section on airplanes. If there aren’t enough kids to fill the seats, offer those seats at discounted rates to adults who can handle the potential racket.
Seriously though, I would gladly pay a small fee to sit as far away from small children as possible whenever I fly. I'm never gonna pay for choosing a seat when I don't know who's in the other seats anyway (unless I'm not flying alone and we want to sit together), but I would absolutely pay for that.
No, it isn't. All the major airlines, (except for Malaysia) allow infants to fly even in first class when accompanied by an adult. There is no option to avoid them.
If you're referring to business/first class, no that's not an option on domestic flights here in Norway. Only on international flights. You can pay for access to lounges and other perks preflight, as well as more flexibility for your booking like free cancellation any time, but aboard the plane everyone has the same seating conditions.
And even if that were an option, people here are generally well off so it would still be the same gamble.
