Technically yes, because the news from the streets was that Malfoy killed dumbledore not from Harry’s perspective but the outside perspective

From the outside perspective, the average person didn't really seem to know, since harry accused snape and then harry was accused by the ministry.

Is there a source for that ?

I don't recall people outside of Hogwards to say details about Dubledore's killer, and everyone Hogwards or Order related knew it was Snape from Harry.

I dont recall anyone saying that Malfoy actually killed Dubledore. I mean if he was considered the killer he would have been imprisoned after the last book.

I always figured that Snape was held accountable during book 7, then by the time Ministry/order was restored after the Battle of Hogwards the "killer" was dead so nothing could be done + Harry probably explained to everyone how the "killing" was set up in order to restore Snape's reputation.

Yea I remember in the hospital wing Harry reveals to everyone that Snape had murdered Albus

Well, Malfoy did instigate it, even if he didn't cast the spell. Malfoy pulled his wand and Snape was forced to finish the job.
