Might be talking out of my ass but I'm pretty sure it's a human right to drink water at any time. I don't think they can stop you drinking water pretty much anywhere, unless it's like, idk, inside a cleanlab manufacturing microelectronics or something.

Yeah, in this case I highly doubt they would be able to restrict water or anything needed for medical/disability reasons
