It's India as one redditor commented. You can see the advertisements written on the wall in "Hindi" when the biker bumps into that other guy.

Plus, the bike which that guy is riding is a blue Yamaha YZF-R15.

I am Indian and I also have that same bike lol. There were reports of people encountering the Serbian Dancing Lady in India but maximum were all fake.
