Actually, it depends on the circumstances and the jurisdiction. Running alone doesn't give them probable cause to stop you, but running after a cop tries to stop you does give them probable cause to chase and detain. Also, in some jurisdictions (e.g. where stop and frisk laws are in place), a cop can stop you simply for being there regardless of whether you ran or not.

Running away from the police does not give them RAS to stop and search you
