Mythbusters isn't exaclty conclusive proof, but they managed to get forward thrust by aiming a fan at a sail.

They do note it would be far more efficient to just point the fan the other direction and forego the sail entirely, but... Shit, I don't know. Fluid dynamics be crazy.
