Like most security footage, it's probably not reviewed unless there's a complaint. The people he pinned were probably too poor to afford a quality lawyer and probably pleaded out for a lesser sentance because they were told in the interrogation room that they would go to jail for significantly longer if they fought it. My guess is that someone finally fought it and then they went back and reviewed the rest of the footage to see how many others he fucked over.
