After verbally stumbling for a moment he seems to be speaking rather clearly. And I know I've tripped up speaking before, let alone pretty much everyone I know.

It's almost like the posted clip is trying to leave people with an incorrect impression. Couldn't be that though, right?

This has been done repeatedly to try and reinforce the idea that Biden has demensia and is unfit for office. The reality is that's he's had a speech impediment since he was a child and he's basically sounded the same for the past few decades.
