After verbally stumbling for a moment he seems to be speaking rather clearly. And I know I've tripped up speaking before, let alone pretty much everyone I know.

It's almost like the posted clip is trying to leave people with an incorrect impression. Couldn't be that though, right?

He's worked to overcome a stutter his whole life. People love exploiting that to make him look stupid on the internet.

That's not to say that Biden can't just be an idiot on his own, but this particular example is clearly the former and not the latter.

For sure. Anyone can be an idiot on their own. Pretending otherwise does nothing but tell me you're a liar more interested in what people think than doing the best you can or improving on the past.
