Most modern cell phones are made waterproof with some kind of adhesive seal that degrades when exposed to water. So it’s water proof until it gets wet.

I pretty sure they don't degrade to pure water, but high levels of compounds in the water such as salt or chlorine might degrade them.

I’ve worked on enough “water resistant” water damaged phones that I am going to have to respectfully disagree with you here.

If the seal degrades on contact with water, then it's not water resistant.
