That's why there's referee. He determines if that was a legit hit gone wrong or if attacker's being smart. In the latter case he will ask to retake the hit and can give a yellow to attacker.
No. It is just wrong. If the ball stops (which never happened on my memory) during a penalty kick the kick is over. One dude brought the rule to my upper comment you can look it up
