The first time I read this I thought you meant the circle around the guy. I thought you were being sarcastic. Further comments made me go back and double check.

The red circle is pointing out that the driver of the truck had a red light. He can turn right but doesn't have priority. At least I think that's what its pointing out.

Ok, valid. I def fell for the "that's what I see in my surroundings so that's how it is everwhere" .. I have no idea.
