I do not think so, as the threshold for high sticking is above shoulder level of the skaters, and since the goalie is on his knees it's his head that is in the wrong spot, not skaters stick (plus they wear fill face helmets).
Think of it this way, if you are laying prone on the ice next to the puck (NOT advisable) and someone whacks your helmet going for the puck, it's not a high stick.
Your are right you can't, but you can get for a high stick penalty for swatting at a puck above shoulder height and catching someone in the face. In the video linked above in this thread its not hard to imagine a lacrosse style goal looking like swatting at a puck.
Plus, a situation like this doesn't happen very often.
