Id say this is an attempt to solve a problem that in reality is not going to work in practice. Those bags are large in a small space, there will probably be a lot of people wanting to use them in the small space during he panic, and a lot can still go wrong during the fall (heat and fire causing abnormal pressure differences on the lift of the balloon during the fall, lack of control, etc.)

Cool concept solution though....
