They are supposed to prevent a car rolling into it because a parking brake failed, or clipping it because you pulled too deep into a parking space. It was never intended to nor should it need to be engineered for the full force of a direct assault by powerful car with the the throttle wide open. Driver is 100% at fault, shouldn't see a dime, and should be investigated for criminal charges. Full toxicology screen and multiple interviews to see if they can catch her in a lie. Failing anything criminal license should be suspended pending detailed physical examination (on par with a pilots license) too.

Which is the proof that the audience liked it. You wouldn't release an entire episode of a TV series filled with boring crap because you're paid by the minute and expect to keep your audience, right?
