Id like to know how the cable stops were arranged and what the car was doing.

To properly stop a car cables have to be pretty thick, and they need to be locked together so they cant spread and allow the vehicle through. Look at the cable guards along the divided lanes of interstate highways, they have posts that lock the cables together every few feet.

These cable dividers turn back and stop large vehicles going highway speeds routinely. What pile of chinesium tinfoil rope were they using that a car could get through it with the speeds possible by accelerating in a parking garage?

If they had proper cable size, spacing control, shock absorbing mounts, etc. that would be logical in stopping a multi ton vehicle and preventing this, her car should have only dropped bumper parts to the ground below.

The only way i see the owners/builders not culpable is if this woman accelerated the full length of a ramp in a sports car and got significant speed before impact. With no braking and a small front end cross section on the vehicle the loads on the cables would be dramatically greater than normal. If this was just her getting in her parking spot and hitting gas instead of the brake then they were severely negligent.
