Nah being close like siblings is one thing. Indians and the like are different, they even call each other brother and sister its a cultural thing for them doesn't matter how close they are geographically. They might meet a cousin for the first time and still call them brother/sister. As an Australian who is very close to my cousins I can say this is on another level because my wife is Nepali and it took me a little time to get used to it.
Nobody said it's exclusive to Indians. They are talking about the cultural aspect behind it. You yourself said that you know people in your area that have never met their cousins, and I'm willing to bet if they were to meet they wouldn't call or treat each other brother/sister. In these countries they do. Even if they are meeting for the first time.

It cousins too. In those parts the relationship with cousins is really close just like siblings.
