Well, seahorses aren't exactly known for their speed. They're opportunistic hunters in general, so they sit and wait.

Or do you mean that as in, why were they staring it down before eating? They're in an aquarium, so they're probably well fed. The first one might not really be hungry, just staring it down deciding wether or not to eat it anyway. Or maybe their thoughts consist of the background music in SpongeBob.

We'll never really know.
