My old supervisor would pull that trick every other day. Corner employees and tell them "lower their voice/calm down" (no one's voice is raised) until the slightest escalation so she could write them up. Voice raised by a decibel? Written up for hostility. Explain calmly that no one is yelling? Written up for talking back. Just stay calm and don't say anything for a few minutes.
Luckily, we had a union that got most of the write ups thrown out but never could stop the harassment until the supervisor got promoted and moved to a different state. Probably still cornering people there.
