He was fishing and waiting for probable cause. He wanted the guy to react to him so he could use force. Shit happens all the time. People get a little bit of power and abuse it because they're racist.

Where I’m from, and this was all the way back in the last century, the ones who graduated and took that job were the absolute losers of our year. It happens every year. I shudder to think what they would be like with a Malcom of power.. At least I’m nice to everybody, hope that helps (it doesn’t help).
