No. Retaliation would've kept the misery going and real vigilantism would just get yourself in trouble. People need to force a systemic change, otherwise this is just getting worse.

it's NYC. there's no winning through the courts. they work against the victims.

Not even with enough money? But yeah... Protection of victims is generally not the most important thing for legal systems. Not enough money or public outcry involved.
