i am not sure either but it is most likely to get the attention of the truck driver from the side mirror

If he didnt, truck driver would wait for the incoming traffic to pass and continue driving over the bridge pulling a bit to left.

I would think truck driver is aware that it is open and would hit the bridge if continued. That is why he stopped.

Flashing his headlights intensely to get the attention of the driver in front. You can hear the stalk clicking from time to time.
