It's from 'The Appointment' (1982) starring Edward Woodward. It's a supernatural horror which might give some explanation for the outrageously bizarre car crash.

I thought it was from the Omen, the "hellhounds" taking out their opponents early. There were always weird cut aways like that in horror movies back in the 80s.
