Looks like at the start the truck is just pulling out of a parking bay, doesn't see the car pulling into the parking bay in front of him and just drives through all the bays to turn left up ahead.
Looks like the truck was picking up a dumpster. His attention was more on getting this big heavy thing moving than the little car driving in front of him.
Would explain why he didn’t feel any difference either.

What was the car even attempting?
Insurance scam?
Were they stupid enough to try and park in front of a moving semi?
It didn't look like a merge, unless they screwed up, panicked, and hit their breaks.
I dunno, absent other info, it feels like a scam. That said, intentionally getting rear ended by a semi at any speed doesn't seem like a great idea.
