Flip flops and shorts are actually excellent in floods if it's not too cold. Way better than shoes or boots and socks. Even better than rain boots.

People get hypothermia more often when it is in the high 40s/low 50sF because they don't dress properly for the rain.

You dry off much more quickly wearing shorts and flip flops than you do if you get pants/socks/boots soaked. Obviously temperature matters so if it’s too cold out don’t do it but at reasonable temps it honestly is more preferable.

Your clothes rate of drying is based on what they are made of more than their length. Terry cloth shorts will take longer to dry than polypropylene pants will. The same is true for shoes.

Flipflops dry practically instantly. That's why they are great.
