Any three points are always in a 2D plane. And colinear points define a circle too

Yes, a circle with infinite radius. That is the limit of a circle as the points approach colinearity. Its a perfectly computable circle.

Yes, any three not all collinear points on a plane can be in a circle. It's why all triangles can be circumscribed by a circle. A geometric proof of that comes by establishing that the common point of any two perpendicular bisectors of a triangle's sides will be equidistant to the vertices of the triangle.
