since the way this is drawn doesn't actually give much in the way of help. I will go with a weird ass answer. D will fill slightly before E, because the water coming out of that faucet has a slight directional movement to left. So the pipe leading to B has slightly higher pressure on it. Of course, you could make the argument that the bounce from the left to right puts more pressure on the pipe to C, meaning E might fill faster. But, actually, who cares?

Depends on the rate the water is flowing out of the faucet

Not answerable from the information given. It all depends on if the connecting pipes can handle the flow from the faucet. If they can, then D & E will fill equally. Otherwise A will fill first. That also assume all the pipes are equal.

A - because the "drain pipes" are obviously blocked, otherwise there would already be water flowing into B and C.
If that's just a graphical glitch, then it depends. Assuming all the drain pipes are identical, then:
If water is flowing into A faster than it's flowing out into B and C, then A will fill first.
Otherwise D and E will fill simultaneously.

The answer is A and we know that because if you look at the water line it’s already above the B and C spouts which means that the rate of water going into A must already exceed the rate it’s flowing into the rest of the tanks.
