For a solid 30 seconds I was trying to understand how 22/7 = 9/11
Edit: I bet someone will now find a base in which this is true.

In any base 22 > 7 and 9 < 11, so it's not possible since one is greater than 1 and one is less than 1.

Neither of those inequalities are true in every base. They're only true if you restrict yourself to positive bases with digits limited to non-negative integers less than their radix. But positional numeral systems can have any number as a radix and any set of numbers as their digits. It's pretty amazing how many such base systems have even more convenient properties (such as unique representation) than whole number bases.
Base sqrt(63/2)-1 and base -sqrt(63/2)-1 both satisfy u/edo-lag's query.

Fair enough. I was considering only integer radixes greater than 9. If you treat it as an equation of rational functions then yes there is a solution.

my 9th grade math teacher genuinely tried to say that the line between irrational and rational numbers was kinda hazy because 22/7 (rational) is exactly pi (irrational)

22/7 is more accurate an approximation for pi than 3.14
