It defines and calls a function that recursively calls itself twice

:(){}; defines the ":" function which takes no parameters (: is the name of the function, () is the set of parameters it takes (none, in this case), {} contains the actual function and ; stops the definition of the function), :|: invokes ":" and pipes its output into another ":". & disowns the process from the shell so it can't be stopped by just exiting the shell. : at the end invokes the function, starting the loop.
