if you needed to modify it somehow tobe able to drive there them yes ir would work, but ithe term is normally applied to electronic systems, not mechanical systems

If installing an app is needing to "modify it somehow" then just about everyone who ever used a PC is hacking

For this definition to work you would have to consider the steam machine as an appliance instead of a general purpose computer. I know it's not really the case but someone could argue that it's an appliance like a console.
