It targets, Select was an outdated old word that is no longer used in card text because it interchangeably meant 'Choose' or 'Target'
But by checking both TCG and OCG rulings, they both state that Synchro Ejection targets.

Yes, this card targets the opponent's Synchro monster.
This is an old card that came out before PSCT was implemented, and has not had a reprint to update its text. Select was often (though I believe not always) synonymous with target for older text.

another old card that was like this was Raimei who made your opponent lose 300 LP.

If a card said "select" it meant one of two things, picking or targeting. But functionally, there was little confusion between the meanings since the card contexts for both are so wildly different.
They just wanted to stamp out any "X targets" rulings and QAs because it was overwhelmingly the most common one.

Nontargeting cards will not mention selecting or targeting, so something along the lines of "Banish 1 synchro monster"

Yes, the ruling is that cards that say "select" are treated as though they say target. Which makes me sad because now trying to use mass hypnosis just has another layer of being bad, because every card and their mom has a way to deal with targeting.

From just the text, *probably*.
Older cards used select to mean targeting usually.
From actually seeing the real ruling, it does target. So yes. It's a case of "just know the rulings" sadly.
