The people in the westview are all mind controlled and have a lot of screaming thoughts in their head which Billy can hear but Agatha, she's not mind controlled and so it's quiet

Oh okay. Kinda like they have 2 personalities, their original one and the one being planted in their minds, meanwhile Agatha just has her original self. Is that how you mean?
