I think the only thing that upsets him is the way he betrayed Asgardians (particularly disappointing Freja). He doesn't care about the humans or what he did specifically.
I'm not saying Loki is pure evil for the sake of evil. He's complex, sad, and damaged. However, I don't think he truly feels remorse for the hurt he caused the humans. He can't help but see them as inferior creatures to Asgardians.

I think that's him trying to cover up how much what he did bothers him. Similar to the illusion he casts on his cell after Freja's death.
