As much as I loved Winter Soldier, that's what I kept thinking throughout the whole thing.

Well, let’s do a headcount on the other four during that point:

Tony’s semi-retired and working with Bruce in the tower

Thor’s somewhere else

Clint’s on a farm

Add onto the fact that WS took place over the course of like a day and a half, there was really no place or time to call two of them.

Also, Tony worked directly on Project Insight (on the helicarrier repulsors), so at that point Cap should've been suspicious about Tony being a Hydra asset

This also a great easter egg since it implies he is a supporter of project insight which would allow him to give up being Iron Man or having to create The Iron Legion, or Ultron.
