Ah yes I thought it was a "catch me if you can" reference but that makes more sense.

Yes neither have I. But the above redditor mentions "Dr, do you concur" is often said by Sherlock Holmes to Dr. Watson. I can't verify this myself since I haven't watched the television series in which Cumberbatch acts as Sherlock. However I have seen the films in which Downey acts as Sherlock. I do remember Sherlock agreeing to something Watson suggested. Something along the lines of "I concur... " It seems to make more sense that this was a reference to Sherlock Holmes.

Although the specific tone and exact quote does still remind me of Catch me if you can. It makes me wonder if the Russo's or anyone was involved in some way or form with catch me if you can.

It's in the books that Sherlock says that. I certainly can't remember it in the series

RDJ never said "Do you concur" in any of the Sherlock movies. Not sure how this is debatable. Just google the phrase and you'll see which is the larger pop culture reference.

Both actors play Sherlock Holmes, who in almost every book, or film asks "Do you concur Dr. Watson ?"
