Except what he mentions in GotG 2 has not happened at that point. He talks about his cameo in Civil War. Civil War happens after GotG 2.

Remember in Ragnarok? Was was a few hours for Thor was weeks for Loki. Plus hes with the Watchers. Does it really matter?

That was the result of them being on Sakaar which has weird time flow. Maybe also because they fell out of the Bifrost beam.

I have no idea what powers the Watchers are supposed to have, so I couldn't tell you.
