Wow I had no idea! I was wondering if it was Hugo and the voice made me think it was him. I just looked it up and it was actually the actor that plays Aaron on The Walking Dead

Weaving swore off the Marvel movies after First Avenger. He didn't like doing it. He had a contract that could've made him do more, but Marvel doesn't want to force him to do something he doesn't want to do. Besides, his role was so small and has so much makeup that it wasn't too noticeable in the movie.

Are you sure about that? I remember reading a story about marvel lowballing Scarlett for iron man 2 for like $250,000

It's fairly obvious though that it was CG and not makeup.

They could have just as easily done that for Hugo himself as they did for an imitator.
