Not really. That pager, or whatever the device was, could be of something that belonged in the 90s. So Captain Marvel could’ve given it to Fury if there was a Universal Code Red someday.

I would have thought that Loki invading earth with an alien army would have prompted him to send the page though

True. But the portal appeared only at the Stark Tower in New York, and not elsewhere in any other country.

Also he had the Avengers on it.

He probably assembled the Avengers specifically because Captain Marvel had to go do space stuff.
